Стартап TextBehind внедряет цифровую систему для безопасной переписки заключенных с родственниками

For decades, correctional administrators have embraced a difficult but important principle that people in prison need to remain connected to the outside world. It is an important part of success upon reentry. Research has consistently shown that communication with family members, attorneys, educators, and community organizations helps maintain relationships that become critical after release. Letters from children, birthday cards, photographs, and legal correspondence are more than mail, they are often an incarcerated person's most tangible connection to life beyond prison walls. All prisons have phones, email, visitation and letters to keep those connections. But in recent years, the very system designed to preserve those relationships has become one of corrections' greatest security challenges. When Communication Became the Contraband Problem Contraband has always found its way into prisons. Cell phones, tobacco, and narcotics have arrived through visitors, corrupt employees, contractors, drones, and other means. Mail, however, evolved into something different. Instead of hiding drugs inside envelopes, those seeking to introduce contraband drugs increasingly began soaking sheets of paper with synthetic drugs such as K2 (synthetic cannabinoids) and, in some cases, fentanyl. A single sheet could be cut into dozens or even hundreds of doses once it reached a housing unit. The problem was not limited to handwritten letters from family members. Correctional agencies have reported attempts to disguise contraband inside greeting cards, photographs, magazines, and even correspondence purporting to come from attorneys or government offices. That created an especially difficult challenge because legal mail carries constitutional protections that ordinary correspondence does not. As the sophistication of the trafficking methods increased, prisons found themselves facing an uncomfortable question: How do you preserve communication without allowing the communication channel itself to become a delivery system for dangerous narcotics? The Risk Extended Beyond Inmates The consequences were no longer limited to incarcerated individuals. Mailroom employees and correctional officers suddenly found themselves handling materials suspected of containing synthetic drugs. All mail into a prison can be opened and inspected by staff. In the past, that has meant just reviewing the contents to make sure there was nothing nefarious or hidden messages being introduced. Now, there is increasing concern that papers soaked in drugs could mean a hazard for prison staff. The risk extends beyond the incarcerated population. In January 2023, a New York City correction officer was hospitalized after allegedly being exposed to fentanyl while sorting inmate mail in the Bronx. According to an ABC7 New York investigation, the officer’s hands went numb despite wearing gloves, was administered Narcan, and was transported to a hospital before being released. The investigation also documented how correctional officials had intercepted children’s drawings, love letters, and even books that had allegedly been laced with fentanyl before entering the jail. The incident prompted renewed calls to digitize inmate mail., a process already adopted by many correctional systems, as a way to reduce the opportunity for narcotics to enter facilities while preserving communication between inmates and their families. The incident accelerated changes already underway across corrections. In late 2024, the Federal Bureau of Prisons (BOP) announced a nationwide policy under which incoming general correspondence at most federal institutions would no longer be delivered in its original form. Instead, personal mail would be photocopied before reaching incarcerated individuals, specifically to reduce the introduction of narcotics through the mail. Congress even introduced bills to protect prison staff from harmful mail packages. State prison systems and county jails have moved to protect staff and inmates from contraband drugs in the mail. However, checking mail is a manually intensive process put on correctional institutions that are already suffering from staffing shortages. In some cases, states have even moved to eliminate mailed-in parcels all together. Another solution is needed. While some reported staff illnesses associated with suspected synthetic-drug exposure remain under investigation, and toxicologists caution that passive fentanyl exposure is often misunderstood, the underlying contraband problem itself is not in dispute. Correctional agencies across the country continue to report paper soaked with synthetic drugs entering facilities through the mail. Solving the Problem Without Eliminating the Mail A small tech startup, TextBehind, would eventually be a leader in solving this problem with mail. Its original mission was far simpler: make it easier for incarcerated people and their families to exchange letters, photographs, and greeting cards. Over time, however, the company recognized that the real challenge wasn’t sending mail, it was safely moving communication into secure institutions. That changed the company’s focus. Rather than asking prisons to accept the original envelope and its contents, TextBehind separated the communication from the physical paper carrying it. I spoke with Zia Rana, President and CEO of TextBehind who told me, “Prisons are under tremendous pressure to provide public safety, allow inmates communication and to do this at a low costs,” Zia said, “and our solution achieves all of those things.” Letters, photographs, and drawings are digitized in secure processing centers before delivery according to each correctional agency's policies. The message survives and the risk is eliminated. The concept appears deceptively simple. Operationally, it represented a shift in how correctional systems could think about incoming mail. Instead of asking officers to detect increasingly sophisticated synthetic drugs after they arrived at the prison, agencies could significantly reduce the amount of outside paper entering secure facilities in the first place. One customer of TextBehind, K. Lemmons, said in statement, “I use this app to write my husband and send picture of me and our autistic son. It’s been very helpful when you’re down and want let your loved on know how the family is doing.” However, it is more than just communications to help families, it solved a bigger security issue. From Mail Service to Corrections Infrastructure As correctional agencies adopted these workflows, TextBehind evolved far beyond its original consumer-facing service. The company's platform now extends into off-site mail processing, digital messaging, legal-mail verification, educational document delivery, publication management, and institutional workflow systems operating across hundreds of correctional facilities. According to the company, it now serves 653 correctional facilities in 40 states. Rana told me, “We have seen some institutions tell us that the introduction of contraband through the mail has just disappeared." Perhaps the best example of that evolution is legal mail. Because attorney-client communications receive heightened legal protections, correctional institutions cannot simply process those materials the same way they process personal correspondence. TextBehind responded by developing sender-verification technology that authenticates qualified attorneys and government senders before privileged correspondence enters participating facilities. Michigan's Department of Corrections adopted the company's QR-code-based verification process to help staff confirm that legal mail originated from verified legal senders. TextBehind is no longer simply helping families send letters. It is increasingly providing infrastructure that allows correctional systems to balance two objectives that often seem to be in conflict: maintaining meaningful communication while reducing opportunities for contraband to enter secure institutions. A Different Way to Think About Prison Technology Technology companies often describe themselves in terms of products. The more revealing story is the problem they continue solving. For correctional agencies, that problem is no longer simply how to process incoming mail. It is how to protect staff, preserve constitutional rights, maintain family connections, and prevent increasingly sophisticated narcotics from entering facilities through one of the oldest forms of communication. TextBehind's evolution reflects how that problem has changed. What began as a service for sending greeting cards has become part of a broader transformation in correctional mail operations, one driven not by convenience, but by the growing need to keep dangerous contraband out of prisons without severing the human connections that remain essential to rehabilitation.
