Wallowa County OKs LUBA action Published 8:00 am Thursday, July 16, 2026 ENTERPRISE — The Wallowa County Board of Commissioners at its meeting Wednesday, July 15, overturned a county planning commission decision to allow the division of a parcel near Wallowa Lake. The decision was in reaction to an appeal of the findings in the case of Anderson Woods LLC vs. Wallowa County that would have allowed the Anderson Woods family to divide a parcel near Wallowa Lake into four parcels to allow for homebuilding. The Oregon Land Use Board of Appeals took up the appeal in June and approved it. The commissioners approved the findings at their meeting July 15. The county board also approved a capital expenditure of as-yet undetermined amount for the construction of a new shop and office facility on county-owned land on Alder Slope outside of Enterprise. The funding, when the amount is determined, will go to the county road department. The commissioners also approved two funding requests for local events. The Wallowa Valley Music Alliance received $3,000 of the $5,000 it requested for the Courthouse Concert Series and Juniper Jam. In April, the alliance asked for $6,000. But the county gave $1,000 because of limited funds with the hopes of more later. Commissioner John Hillock said he and former Commissioner Mike Hayward had discussed the issue and Hayward was hoping such events could become more self-supporting. Roger Averbeck urged support for the alliance and its events because of how popular they are. He said during the last alliance event, more than 100 people were there. Alicia Zinni also urged support for the events saying they are so “family friendly.” The county board also approved $2,000 of a $4,000 request for the Wallowa County Chamber of Commerce to produce a video promoting the county. The video would be an updated version of one that exists with the idea of showing new and improved aspects of the county. The commissioners said the $2,000 would allow the project to get started and the county likely would supply the rest later. Averbeck also asked about progress acquiring grants under the Firewise program that would help Firewise communities protect themselves from wildfire. Hillock said such federal funding is in limbo now, given the federal government has cut such discretionary funds to “sanctuary states,” including Oregon.
