Конгресс США опирается на работу аналитиков CRS при принятии решений о федеральном бюджете

The Congressional Research Service (CRS) plays a pivotal but often underappreciated role in shaping federal budget policy. As a nonpartisan branch within the Library of Congress, CRS provides lawmakers with critical analysis, data, and expertise that inform decisions on spending, taxation, and fiscal priorities. Understanding the CRS’s role in budget policy is key to grasping how Congress navigates complex financial issues with evidence-based guidance rather than purely political rhetoric. At its core, the Congressional Research Service serves as an objective resource, translating dense economic data and legislative language into accessible, actionable insights. This support helps members of Congress evaluate budget proposals, anticipate economic impacts, and craft policies that aim for fiscal responsibility. Unpacking the Congressional Research Service’s role in budget policy reveals how this institution quietly influences some of the most consequential financial decisions in Washington. - 600 Number of CRS analysts employed - $130 million CRS annual Congressional funding - $6 trillion Approximate size of the federal budget CRS analyzes annually - 3,000+ Number of CRS reports produced annually - 10 business days Typical CRS report turnaround time CRS Overview: Structure and Mission Historical Context The Congressional Research Service (CRS) was established in 1914 as the dedicated research arm of the Library of Congress, designed to provide nonpartisan, objective analysis to members of the United States Congress. Its foundational mandate was formalized and expanded under the Congressional Research Service Act of 1970, codified at 2 U.S.C. § 166, which legally defined CRS’s role in supporting legislative functions through expert research and policy analysis. Over the last century, CRS has evolved into a critical resource for lawmakers, offering timely and authoritative reports on a wide range of public policy issues, including budget and fiscal matters. Current Staffing and Funding As of 2026, CRS employs approximately 600 analysts with specialized expertise in areas such as economics, law, and public policy. These professionals are tasked with producing detailed, nonpartisan studies that help Congress navigate complex budgetary decisions. The agency operates with an annual budget of roughly $130 million, fully funded through Congressional appropriations. This budget supports both personnel and operational costs, enabling CRS to maintain its comprehensive research capacity and sustain rapid response capabilities to legislative inquiries. - Staffing: Approximately 600 analysts with expertise in economics, law, and public policy - Legal authority: Congressional Research Service Act of 1970, 2 U.S.C. § 166 - Annual budget: Approximately $130 million, funded by Congressional appropriations - Established: 1914 as part of the Library of Congress How CRS Supports Budget Discussions Report Production Each year, the Congressional Research Service (CRS) generates more than 3,000 confidential reports tailored for members of Congress and their committees. These reports cover a wide range of budget-related topics, from detailed analyses of federal spending patterns to evaluations of tax policy impacts. For example, CRS provided in-depth assessments of the FY2026 Defense Appropriations Act, which allocated $858 billion toward national defense programs. These documents are meticulously prepared to support lawmakers’ understanding of complex fiscal issues without partisan influence, ensuring objective and reliable information under tight deadlines. Budget Impact CRS plays a pivotal role in shaping the Congressional Budget Office’s (CBO) baseline projections for the federal budget, which totals approximately $6 trillion for FY2026. By delivering rigorous cost estimates and policy options, CRS helps Congress evaluate trade-offs within appropriations bills and broader fiscal plans. Their analyses assist lawmakers in comparing funding scenarios, such as: - Defense spending variations within a $50 billion range around the $858 billion mark; - Revenue projections based on adjustments to corporate tax rates between 21% and 28%; - Cost implications of proposed changes to mandatory programs like Social Security or Medicare with thresholds exceeding $100 billion annually. Through this work, CRS supports more informed budget negotiations and policy decisions, providing Congress with unbiased data essential for navigating the complexities of federal appropriations and fiscal policy. Nonpartisanship and Analytical Rigor Independence The Congressional Research Service (CRS) operates with a strict commitment to nonpartisanship, providing Congress with unbiased policy analysis free from party influence. CRS analysts are career professionals who do not report to party leadership but instead answer solely to the institutional needs of Congress as a whole. This independence is reinforced by the agency’s organizational structure, which places it under the Library of Congress rather than any political office. For example, CRS’s budget for fiscal year 2026 is approximately $135 million, funded through congressional appropriations that protect its autonomy. Analysts rely on authoritative datasets, including the Office of Management and Budget’s (OMB) historical budget tables and Government Accountability Office (GAO) audits, to produce reports that reflect facts rather than political agendas. These safeguards ensure that CRS provides lawmakers with objective, fact-based analysis essential for informed budget policymaking. Quality Control CRS maintains rigorous standards to guarantee the accuracy and reliability of its work. Every report undergoes a peer review process involving multiple subject-matter experts who verify data integrity and analytical methods before publication. For instance, budget-related reports must align precisely with OMB’s latest fiscal projections, such as the 10-year budget baseline released in February 2026. Confidentiality is another critical quality control measure: the vast majority of CRS reports are restricted to congressional use only, a policy that preserves the integrity of sensitive or preliminary analyses. This internal circulation prevents premature public dissemination that could skew policy debates or markets. Together, these practices—peer review and controlled access—ensure CRS remains a trusted source for Congress on complex budgetary issues. - CRS FY2026 budget: approximately $135 million - Use of OMB’s February 2026 10-year budget baseline data - Peer review by multiple experts before report release - Most CRS reports restricted to congressional access only Examples of CRS Influence on Spending Decisions Legislative Case Studies In 2026, the Congressional Research Service (CRS) played a pivotal role in shaping Senate budget negotiations surrounding the Inflation Reduction Act’s energy provisions. Their analysis highlighted the potential impact of allocating $369 billion towards clean energy investments, including tax credits for solar and wind technologies. CRS’s detailed assessment of projected emissions reductions and cost-effectiveness informed senators’ decisions on prioritizing funding levels and eligibility criteria for energy projects, directly influencing the final $369 billion figure embedded in the bill. Earlier, in 2021, CRS provided a comprehensive breakdown of the $1.9 trillion American Rescue Plan’s effects on state and local governments. Their reports quantified the distribution formulas and spending deadlines, clarifying how $350 billion in direct aid would flow to municipalities by the end of 2024. This enabled legislators to gauge the timing and scale of fiscal relief, ensuring targeted support for public health and economic recovery efforts. Similarly, CRS analysis of the 2024 Medicare Payment Advisory Commission’s recommendations helped lawmakers evaluate the implications of adjusting Medicare spending by approximately $20 billion annually through payment reforms. - CRS assessment of the Inflation Reduction Act’s $369 billion energy investments, 2026 - Breakdown of $350 billion American Rescue Plan aid to state and local governments, 2021–2024 - Impact analysis of $20 billion annual Medicare spending adjustments per 2024 MedPAC recommendations - Support to House Appropriations Committee for oversight of $1.2 trillion Infrastructure Investment and Jobs Act, focusing on project timelines and cost controls Access and Limitations of CRS Products Access The Congressional Research Service (CRS) primarily serves the legislative branch, with access limited to approximately 535 senators and representatives, along with an estimated 15,000 congressional staff members. These individuals can request and receive customized CRS reports tailored to their specific policy questions. While most CRS products remain confidential within Congress, a portion is made publicly available through official outlets, such as reports released by congressional committees or the CRS’s own public repository, which currently hosts over 1,000 documents. However, the vast majority of CRS’s extensive research output is not accessible to the general public, maintaining a focus on supporting legislative decision-making behind closed doors. Scope of Services CRS’s role is strictly analytical and nonpartisan; it does not engage in policy advocacy or offer legislative strategy guidance. Its mission is to provide objective and comprehensive analysis to inform lawmakers’ budget and policy decisions. Notably, CRS does not produce cost estimates incorporating dynamic scoring—which accounts for macroeconomic effects of legislation—a responsibility that instead falls to the Congressional Budget Office (CBO). Thus, CRS focuses on delivering factual, in-depth reports rather than predictive budgetary projections, helping members navigate complex issues without suggesting political outcomes. - Access limited to Congress: ~535 members + 15,000 staff - Publicly available CRS reports: ~1,000 documents via official channels - CRS role: objective analysis, no policy advocacy or legislative strategy - Cost estimates with dynamic scoring: responsibility of the Congressional Budget Office (CBO) Future Challenges and Evolving Role Operational Pressures The Congressional Research Service (CRS) faces mounting operational challenges as the pace of legislative activity accelerates. With Congress increasingly demanding rapid turnaround times, CRS frequently delivers comprehensive reports within 7 to 10 business days, a significant compression from the historical norm of several weeks. This shift is driven by the need to provide timely analysis during fast-moving budget negotiations and policy debates, such as those surrounding the annual appropriations process, where decisions often hinge on evolving fiscal data and legislative amendments. Additionally, CRS must rapidly develop expertise in emerging policy domains like artificial intelligence regulation and climate finance. For instance, CRS has recently expanded its research capacity to include specialists on the 2024 AI Accountability Act and the $750 billion Inflation Reduction Act’s climate provisions, ensuring lawmakers receive informed guidance on these complex, fast-evolving topics. Transparency Initiatives While CRS is traditionally a confidential resource for Congress, ongoing efforts aim to broaden selective public access to its products without undermining its nonpartisan advisory role. Pilot programs initiated in 2025 have released over 200 CRS reports publicly, focusing on economic policy and infrastructure topics, with plans to increase this number by 25% annually. However, CRS must balance transparency with confidentiality, especially on sensitive budgetary analyses that influence appropriations debates. This balancing act is complicated by potential budget constraints, as the CRS’s annual funding hovers near $130 million amid broader congressional budget negotiations. To navigate these challenges, CRS is evaluating criteria for public dissemination, including: - Report age threshold – only reports older than 180 days are considered for public release - Topic sensitivity – excluding ongoing appropriations analysis or classified material - Stakeholder impact – prioritizing reports with broad public interest, such as those on infrastructure investment Frequently asked questions Who funds the Congressional Research Service?
