From Sovereign Eurobonds To Other People's Business Plans: Financier Tatsiana Masiuk's Work on an Awards Jury Exploring Masiuk's Impact on Entrepreneurial Excellence From 5 July to 1 August 2025, Tatsiana Masiuk served on the jury of the Eurasian Entrepreneurship Award, an annual international prize for entrepreneurs. She carried out independent professional assessment of competition entries across several categories, from entrepreneurship and innovation to strategic management. The organising committee sent the invitation on 15 March, the finalists were announced on 3 August, and the awards ceremony took place on the 7th. The jury needed someone with hands-on experience in international finance: Masiuk has more than ten years' experience at the intersection of public finance, banking and private business, from sovereign eurobonds to cross-border trade transactions. What Lay Behind the Invitation In international trade finance, Masiuk structured transactions worth more than $85 million. A separate entry on that list is her involvement in securing an approximately €120 million syndicated loan. Before that came work at sovereign level. At the Ministry of Finance, Masiuk handled eurobond issuance and the development of a government debt-management strategy. A separate strand of that work was coordinating sovereign credit ratings with Fitch and the OECD. At that level, the cost of an error in the calculations is measured in the borrowing costs of an entire economy. The American chapter of her career added regulatory practice. At the telecommunications company Rullex Co LLC, where Masiuk manages key accounts, she oversaw the acquisition of more than 90 licences and permits across tightly regulated jurisdictions. These environments rarely converge in a single career. A sovereign issuer, a lending bank and a private company each look at the same transaction from a different position, and each sees its own set of risks. An expert who has worked in all three reads an application of several perspectives at once. What Competencies the Organisers Wanted The committee needed someone who reads a project through market practice. The quality of the presentation carries no weight in that work. The requirements came down to experience in international financing and in structuring complex cross-border transactions. On top of that, the role required an understanding of how operational risks are reduced and how business processes are built. A separate requirement was the ability to assess business viability in tightly regulated and structurally complex operating environments. The combination is rare. An analyst with purely corporate experience has usually never seen such an environment. A regulatory specialist cannot always run the economics of a project. Licensing experience applies directly here. Someone who has taken a company through permit procedures knows how much time and money they demand, and notices when that cost line is missing from someone else's plan. A Month of Work and the Award's Approved Framework The official assessment period ran for almost a month. Masiuk examined every entry against the same parameters approved by the organising committee: one framework for all categories, so that the judges' evaluations on different entries could be compared. Two days passed between the close of assessment and the publication of the finalists' list. The review starts with the financial logic and structural soundness of the business model. Do the economics of the project add up under the assumptions stated? What happens to them if revenue comes in below forecast? The structure gets examined too: what the project lives on in its first year, what it lives on in its third, and whether those funding sources match what the plan claims. Next comes the quality, clarity and practical deliverability of launch plans. A plan can be correct on the numbers and unrealistic on timelines or on the resources of the team. This layer of the check is harder than the arithmetic one: it requires picturing the specific people behind the spreadsheet. Scalability potential and long-term viability are tested against real market conditions. A model that works at current volume will not always withstand severalfold growth. Some businesses grow their costs almost in proportion, and at that point scale stops delivering a profit. A further question is what will be left of the business beyond a single favourable market phase. Resilience in a regulated environment closes the framework. Rules get revised, and a project assembled around the current version of the requirements can lose its economics entirely once they change. In the entries this shows up in whether the plan accounts for approval timelines and the cost of compliance, or whether the business model rests on the assumption that the regulatory environment will stay as it is. Masiuk sets out her approach to assessment this way:'Innovation is not invention for the sake of novelty. It is the ability to see opportunities where others see constraints, and to turn complex problems into durable solutions.' The work was recorded in documents. On the day of the ceremony, Masiuk received a Certificate of Appreciation signed by the chair of the jury and an official confirmation of her participation as a judge. Financial Expertise Within the Jury The jury was assembled as an interdisciplinary international team. Its members included Elena Nazarova and Rashad Aliyev, among others. Within that line-up, Masiuk covered the financial side of the review. Experience in government borrowing builds the habit of looking at a project at industry-wide scale and over a long horizon. Experience in cross-border transactions and licensing adds a second layer: the detail of the calculation and the costs that presentations usually leave out. Under the award's approved criteria, the nominees' projects were tested for commercial sustainability, financial discipline and the capacity to deliver stable results at an international level. Financial discipline in a check like this means something simple. Behind every stated figure there has to be a calculation that holds up under an outside question. A project that fails to hold up does not reach the final. Assessing the Work of Others as a Function in Its Own Right Judging rarely appears in the public-facing part of a financier's career. It is nonetheless a distinct piece of work carrying its own responsibility: a jury decision affects a project's reputation and its chances of raising finance. For an entrant, a review from this direction means a review by someone who has watched projects go through a bank credit committee and through a regulator. The questions put to the financial model in that case are the ones a lender or an investor will raise later. The quality of the presentation has no bearing on the assessment. © Copyright IBTimes 2026. All rights reserved.
