В Сканторпе утвердили план строительства деревни на 550 домов у «развязки никуда»

Scunthorpe's 'roundabout to nowhere' to service a village with up to 550 homes The latest Trent Vale development will be on land just off the M181 and A1077(M) roundabout Outline permission has been provisionally granted to the development of a village with up to 550 homes and a local centre to the west of Scunthorpe. The site's main access will be via the M181 / A1077(M) roundabout and a spur that has given it the nickname the 'roundabout to nowhere'. Hargreaves Land Limited and receivers for Lincolnshire Lakes Land Limited, which is in liquidation, put forward the proposal, which is part of the wider Trent Vale housing vision. Reliance on a pumping station to handle sewage and a lack of affordable housing secured were concerns raised by councillors, but it got approved. The site is located north of Brumby Common Lane and between the M181 and Scotter Road. The application was a hybrid, with full planning permission obtained for a new road off the M181/A1077(M) roundabout as the main access for the future village, a pedestrian and cycle link to Scotter Road, and a pumping station. Because of outline permission elements, details such as the number of bedrooms each home will have will be finalised in the future. Planning documents have indicated a potential GP surgery and pharmacy as part of the local centre. The overall Lincolnshire Lakes scheme has been recently rebranded by the council as Trent Vale. Responding to the planning approval, council leader Cllr Rob Waltham (Conservative - Brigg and Wolds Ward) acknowledged the roundabout's nickname: "Some people have called it the 'roundabout to nowhere'. "The reality is that if those roundabouts and the infrastructure around them had not been built, developments like this would never have reached the planning stage, never mind been in a position to go ahead." He added, "This is another important step in turning the long-term plans for Trent Vale into something real." 'Sustainable location' Avison Young director David Sweeting spoke on behalf of the applicants. He said it was "an important opportunity to finally unlock the delivery of a site that has been identified for some time". The proposal was "in a sustainable location", on allocated land for housing, "and at a time when the council is unable to demonstrate a five year housing supply". Mr Sweeting added it will deliver biodiversity net gain "comfortably above the statutory requirements" and Hargreaves was an experienced developer with a proven track record. 'Opportunity to deliver infrastructure Scunthorpe can benefit from for decades' Burringham and Gunness Ward Cllr Josh Walshe (Conservative) said he called in the application as he believed "a development of this scale and significance should be considered openly and properly" by councillors. He spoke of the benefits of the Burringham Bypass project and noted the application provided the potential for an east-west link road between Scotter Road and the M181 / A1077(M) roundabout through Brumby Common Lane. "Done properly, this is an opportunity to deliver infrastructure that Scunthorpe could benefit from for decades." The planning proposal includes development of the western section of the suggested east-west link road only. Pumping stations and 'Greed, greed, greed' Committee member Cllr John Davison (Conservative - Bottesford) reiterated concern about the constant reliance on pumping stations to handle sewage for new developments west of Scunthorpe. "We should not be relying on pumping stations," he said, repeating his description of them as "21st century cesspits" and calling for tackling of the trunk sewer being at or near capacity in western Scunthorpe. He otherwise agreed with the scheme. Cllr Mick Grant (Ashby Central) did not hold back in criticism of a lack of affordable homes. It has been accepted on viability grounds that no affordable homes on site or cash contributions to affordable housing off it will be expected. "This is needed in this area," he said of affordable housing. "There are families that are desperate for it." Cllr Grant and his two Labour councillor colleagues on the planning committee voted against the proposal. But it got approved with the votes of the Conservative members. It has been provisionally agreed that the developers will be expected to provide £3-3.7m S106 cash towards local infrastructure, including £2m towards local schools. It also includes either £725,000 towards, or delivery of, the remainder of the east-west link road. There is a clawback mechanism allowing for S106 cash contributions to increase if the viability changes for the better.
