Senior Technical Affairs Specialist at the Ministry of Education and Higher Education Abdullah Ali Al Maqbali has explained that the Ministry relies on several key criteria when verifying university qualifications. he said that the verification process looks at several main criteria, foremost among them the accreditation of the educational institution in the country where it is based. Speaking to Qatar TV recently, he added that the Ministry also examines the study system followed by the student to determine whether it complies with the standards and regulations recognised in Qatar. Another important consideration, he said, is the student’s academic progression, including the sequence from school education to the three stages of university education. The Ministry also checks whether university branches are officially accredited and operate under the same name as the parent university rather than being managed by another entity. Al Maqbali said that a fake qualification may originate from an institution that does not actually exist, including entities operating solely through websites or correspondence systems. He referred to the definition established under a Cabinet decision, describing such institutions as effectively “a university without a campus, or a campus without walls.” Al Maqbali said that Once a qualification is suspected of being fake, the Ministry follows formal verification procedures by contacting the relevant official authorities in the country where the institution is based or where the study is claimed to have taken place. “After establishing the facts and determining that the qualification is fake, the matter is referred to the legal affairs authorities, where the appropriate legal procedures are taken,” he said. Al Maqbali stressed that the purpose of certificate verification and equivalency is not simply to reject qualifications, but to uphold fairness and protect students and graduates who have obtained legitimate academic credentials. The process, he explained, helps expose cases of fraud while ensuring that genuine qualifications are treated fairly. He also cautioned that students themselves can sometimes become victims of fraudulent providers, particularly when attracted by advertisements promising fast and inexpensive academic qualifications through websites or unconventional study arrangements. To prevent such cases, he said that the Ministry has launched awareness campaigns in schools, particularly among secondary-school students preparing to enter university or pursue postgraduate studies. Students are advised to consult the Ministry’s approved university lists and obtain prior approval before enrolling. Al Maqbali warned that even a qualification issued by a well-known and legitimate university may not necessarily be recognised in Qatar if the programme or method through which it was delivered does not meet the approved requirements. For example, some educational centres may advertise programmes in cooperation with recognised universities, but may not themselves be authorised to provide higher education programmes. “The certificate itself may be genuine, but the system through which it was obtained may not be accredited,” he explained, stressing that students must verify whether study is required at the university’s main campus or at an officially accredited branch. He urged students and employees seeking undergraduate or postgraduate qualifications to avoid acting on promotional advertisements without verification.
