Subscribe Now A subsidiary of Thermo Fisher Scientific Inc. is making plans to open a pharmaceutical clinical research facility in Greenfield in one of the buildings that was occupied by Elanco Animal Health Inc. before Elanco moved its global headquarters to Indianapolis last year. Wilmington, North Carolina-based Pharmaceutical Product Development, or PPD, is in talks to take over the 51,840-square-foot office-and-laboratory building at 2710 Innovation Way in Progress Park. The company is planning to hire 100 to 150 employees at the facility with average annual wages of $85,000, according to information prepared by the city. Greenfield and Hancock County economic development officials have been discussing incentives with the company under the code name Project Phoenix. The Greenfield City Council is expected to vote on a $1 million forgivable loan for the company at its Sept. 23 meeting. According to the city, the local incentives are part of a larger state package and will utilize a portion of the funds that are set aside for life sciences projects. Terms for the incentive package call for the $1 million loan to be forgiven if 25 or more employees at the site live within Greenfield’s city limits. Waltham, Massachusetts-based Thermo Fisher Scientific acquired PPD in 2021 for $17.4 billion. PPD is a global provider of clinical research services to the biopharma and biotech industry. It operates in more than 50 countries and has more than 125,000 employees. Thermo Fisher Scientific opened a $6 million laboratory in Fishers in 2023 at 10300 Kincaid Drive. The company did not immediately respond to a request for more information on the Greenfield project Wednesday morning. According to the Greenfield Daily Reporter, which reported on the project Tuesday, Fishers Mayor Scott Fadness, who is also chairman of the Central Indiana Regional Development Authority, suggested to Greenfield Mayor Guy Titus that Greenfield make a push to land PPD because of the authority’s strong interest in attracting life sciences companies to the region. Titus was not immediately available for comment Wednesday morning. PPD is already advertising for numerous positions at the Greenfield facility, including scientists, lab specialists, inventory management specialists, inventory coordinators, supervisors, packaging technicians, material handlers, maintenance technicians, team leaders and site specialists. The two-story Greenfield building that PPD is interested in was built in 2017 as part of Elanco’s former corporate campus at the northwest corner of the intersection of Interstate 70 and State Road 9. Most of the former Elanco campus was acquired for $22.3 million in 2024 by HealthStar Partners, a collaboration of real estate and equity investment firm Pride Investment Partners LLC, independent health network Hancock Health and energy cooperative NineStar Connect. The 2710 Innovation Way building, however, is owned by a limited liability company affiliated with Indianapolis-based developer Buckingham Cos. Elanco was based in Greenfield from 1953 to 2025 before moving to its $200 million-plus headquarters in Indianapolis last October.
