(Kaieteur News) – Guyanese-owned logistics company Pas Cargo Guyana Inc. has broken new ground by becoming the first private sector company in Guyana to secure financing through IDB Lab, the innovation and venture arm of the Inter-American Development Bank (IDB).
The milestone was marked on Tuesday with the signing of a loan agreement at the Ministry of Finance, in the presence of Senior Finance Minister Dr. Ashni Singh. The development comes as Guyana’s economy continues to expand and the Government promotes greater private sector investment, particularly in non-oil sectors, the Ministry of Finance said in a press release.
Signing on behalf of Pas Cargo was Executive Director Shridat Narine, while IDB Lab General Manager Graham Macmillan signed on behalf of the Bank. The signing followed discussions between the IDB Group, represented by its Country Representative in Guyana, Lorena Solórzano-Salazar, and Macmillan, who is on his first official visit to Guyana, and Minister Singh and senior officials from the Ministry of Finance.
During the meeting, the two sides discussed opportunities for expanding the IDB’s private sector footprint in Guyana, including financial assistance for additional locally driven projects. Minister Singh welcomed Macmillan to Guyana and congratulated him on his appointment before highlighting the importance of greater access to financing for Guyanese businesses.
He also congratulated Pas Cargo on becoming the first Guyanese company to secure financing from IDB Lab and encouraged other local companies to explore opportunities available through IDB Lab and other private sector financing arms of international financial institutions. Macmillan said he was pleased to be part of the landmark transaction and expressed hope that Pas Cargo’s achievement would be followed by many more Guyanese companies accessing IDB Lab financing.
For Pas Cargo, the agreement represents a major breakthrough for a company that has operated in Guyana for 14 years. Narine described the successful loan application process as “refreshing,” noting that the IDB Lab team worked with the company throughout the various stages of the process.
He said the achievement was particularly significant because Pas Cargo had been established long before Guyana became an oil-producing nation. Pas Cargo Guyana Inc. was established in Georgetown in 2012 and provides logistics and freight-forwarding services, including cargo handling, customs brokerage, warehousing and last-mile delivery.
Its financing represents IDB Lab’s first loan to a Guyanese private sector company and signals a new avenue of support for locally led businesses, innovation and enterprise development.
IDB Lab focuses on entrepreneurship, technology and innovation to address development challenges and create new industries across Latin America and the Caribbean. It provides flexible financing, technical knowledge and global connections to support high-impact businesses and innovation ecosystems. The Government has been promoting increased private sector investment as part of its broader economic strategy, with particular emphasis on expanding the non-oil economy.
Key sectors being targeted include construction, agriculture, tourism, mining, manufacturing and logistics.
The Government has argued that greater private sector participation and access to financing will be critical to ensuring that economic growth extends beyond the oil sector. Also attending the signing ceremony were Chief Planning Officer of the Ministry of Finance, Dr. Tarachand Balgobin; Guyana’s Counsellor to the IDB Board, Navita Anganu-Ramroop; and IDB Lab Private Sector Development Consultant Maria Niles.
