Imagery analyst @avmapping has released a detailed geolocated analysis of what appears to be a PLA Ground Force HQ-16 SAM battalion site, located under the command of the Xinjiang Military Region, theatre command area located right across from India’s Ladakh sector. The mapping is detailed, each firing position is numbered, each camp for transporters, erector/launcher is independently marked, there is a helipad pair, solar power infrastructure, and what appears to be an active construction site – labeled “New HQ site”.
The reason why the grain size is important here
This is not a rough sketch! The images divide the site into nearly 50 firing positions rather than a single battery, with a number of clusters of these firing positions dispersed throughout the site. That is intentional — the idea is the battalion’s TELs and firing points are spread out across a large area and if the battalion is attacked in a single shot, the attacker will have to find and neutralize each point, rather than blow out one node and lose the battalion. The newly constructed HQ location also indicates that it is no legacy site but is in fact being expanded.
The unique contribution of HQ-16.
The HQ-16 is a medium-range SAM developed by the Shanghai Academy of Spaceflight Technology, of which the Russian Buk is the source. The baseline HQ-16/16A can reach a target from 40 km, while the HQ-16B extends it out to 70 km, and HQ-16FE, designed for export, even further to 27 km at a minimum altitude. It’s not the biggest concern in the Indian subcontinent on the Tibetan plateau—namely, the HQ-9B’s strategic envelope of 200-plus km—but the HQ-16 represents the important middle distance in China’s layered air defence architecture between the HQ-9B and its short-range point-defence systems such as the HQ-7.
It’s not just a new deployment pattern, either. It was then under the command of Lanzhou Military Region that it first live fired the HQ-16 opposite Ladakh back in 2012 and transferred HQ-16 and HQ-17 units to TAR by train during the Doklam standoff in 2017. This newest OSINT mapping demonstrates not only the battalion level HQ-16 infrastructure is in existence but is actively being expanded years later along the Xinjiang-facing sector.
In the bigger picture for the IAF
China’s strategy against Ladakh has always been to deploy a ground-based SAM network and a forward-postured PLAAF and recent reports had fighters like J-20s, J-16s and J-10Cs stationed at forward-deployed bases at high altitude in the Western Theatre Command, on rotational or forward-deployed basis. In this regard, HQ-9B and HQ-16 batteries form a genuine ‘defended airspace’ which any IAF strike package operating in close proximity to the LAC would have to either route around or suppress — something that India has been compelled to learn from Operation Sindoor itself when it faced Pakistan earlier.
This is exacerbated by the terrain asymmetry. Many analysts have pointed out that while India has been challenged to do the same outside eastern Ladakh with its less than optimal geography, China has developed rail and road infrastructure to support its air defence positions. The picture of a Western Theatre Command air defence network that is not going anywhere, and, indeed, is continuing to mature, is further strengthened by a battalion that is this large, this well-sustained by dedicated helipads and solar power, and seemingly expanding its command structure.
