В Канаде зафиксирован рост торговли людьми: аресты в Онтарио обнажают системные уязвимости во всех провинциях

Opinion: Canada’s human trafficking crisis is reaching across provinces The recent human‑trafficking arrests in Ontario should force Canadians to confront the systemic failures — jurisdictional, legal and cultural — that allow such networks to operate in plain sight. Although the arrests occurred in Ontario, the conditions that enabled the network to grow are national in scope. Alberta is not insulated from these vulnerabilities. Ontario’s joint‑forces operation — targeting three men accused of running a trafficking network spanning Windsor, London, Toronto, Sarnia and Ottawa — should end any lingering belief that trafficking is a distant or isolated problem. Police report that six women have come forward, and investigators expect more. The scale and co-ordination of the operation reveal not only criminal sophistication, but also the institutional blind spots that allow such networks to grow. What is most troubling is not simply the existence of these criminal enterprises. It is the persistent reluctance of institutions to acknowledge that trafficking thrives precisely where legal, political and cultural systems fail to look. That reluctance is what led me to research the issue while serving on an advisory committee to the U.S. Commission on Civil Rights, and ultimately to address it in my novel The Trafficker. Examining real‑world testimonies and systemic law‑enforcement failures makes one thing clear: trafficking is rarely hidden. It is an open secret sustained by bureaucratic complacency and public denial. The Ontario arrests highlight structural weaknesses that transcend provincial boundaries. Trafficking networks do not appear overnight. They develop in the shadows of jurisdictional gaps, overburdened social services and police agencies constrained by competing priorities. Recent efforts by the OPP to expand cross‑jurisdictional trafficking enforcement acknowledge these gaps, but they also reveal how long traffickers have been able to exploit them. New Statistics Canada data showing trafficking cases rising across the country should dispel any remaining complacency. These vulnerabilities matter in Alberta. The province’s major transportation corridors, proximity to resource‑sector camps and rapid population movement create conditions traffickers can exploit. The Calgary Police Service has repeatedly emphasized the need for co-ordinated enforcement and improved victim‑support systems — the very weaknesses the Ontario arrests exposed. Trafficking does not occur only in grim alleyways or anonymous motels. It occurs in places people consider safe: neighbourhoods, parks, commercial districts and tourist areas. That contrast mirrors the gap between Canada’s polished self‑image and the reality these arrests expose. When law‑enforcement operations stretch from Windsor to Ottawa, they reveal a patient adversary. Traffickers exploit the fact that police departments are bound by municipal borders, while criminal syndicates operate fluidly across regions. Judges, social workers and front-line officers are dedicated, but they are fighting an uphill battle against laws that are well‑intentioned yet inadequate, and a judicial system overwhelmed by complexity. Human trafficking is not a partisan issue. It is a human‑rights crisis unfolding across Ontario, Alberta and the broader Western world. The recent arrests should serve as a wake‑up call to strengthen inter‑agency co-ordination, modernize victim‑protection protocols and confront the ideological blinders that slow institutional response times. Official reports provide necessary facts, but commentary must force society to inhabit the terror, confusion and resilience of victims. We must recognize how easily ordinary neighbourhoods become hunting grounds, and how institutions designed to protect children can fail them when they choose comfort over clarity. Canada must decide whether it will confront trafficking honestly or continue to avert its gaze. Calgary is not immune. No community is. The predators already know that. It is time the rest of us did, too. Scott Douglas Gerber is the author of the award-winning novel The Trafficker.
