Getting your Trinity Audio player ready... OROVILLE — The city of Oroville is starting work on the Norton Street Improvement Project. The project includes reconstruction of the entire roadway, new curb and gutter, storm drain improvements and ADA improvements. The city council approved a contract with R&R Horn Contractors for $760,000, which was the lowest “responsive and responsible” bid the city received. According to Councilor Janet Goodson, the project is being paid for through local transportation funds and Senate Bill 1 funds. She stressed that the funding for the project is from restrictive road funds — meaning the money must be used on road-related projects. For the funding, $250,000 is set to come from the Local Transportation Fund and $658,000 from SB1 funds. SB1, also known as the Road Repair and Accountability Act, was passed by the state of California and invests $5.4 billion annually to fix roads, freeways and bridges in communities across California. It was signed on April 28, 2017. City Administrator Brian Ring said the city had $1 million budgeted for the project, and with the contract being for $760,000, it would also include a 20% contingency of $151,433 to cover changes that may occur during the construction process. With the contingency, the contract is not to exceed $908,000. “We would like to include a 20% contingency because the road is a very old road, and you never know what you’re going to encounter,” he said. “We like to get this started as soon as possible, try to beat the rain.” The project’s contract requires completion within 75 calendar days following “issuance of the Notice to Proceed.” Norton Street has been closed for construction, and it is expected to complete by mid-November. The project will include several changes to the road, including: • Full-depth recycling with concrete treatment of the roadway structure. • A new three inch asphalt road surface. • Minor concrete curb, gutter and sidewalk replacement for ADA compliance. • New storm drain pipes, drainage inlets and manholes.
