Rebuilding Together Southern Nevada's program serves low-income homeowners who are 60 or older, veterans, or living with disabilities. Applicants must provide proof of income, a utility bill in their name, documentation of home ownership, and a government-issued ID. The organization repaired or replaced 160 air conditioning units last year, with nearly 140 of those jobs completed in North Las Vegas alone, underscoring how concentrated the need is in that community. Among the households helped were Antonia Gonzalez, 76, and her husband, Armando. For nearly five years, their failing unit forced them to retreat to relatives' homes during the worst of the summer heat. After the couple applied, RTSNV installed a new air conditioner within 28 days, a turnaround Gonzalez and her family described as fast and effective. Gonzalez said she now hopes other homeowners struggling the way she did will seek out the same help. The need extends well beyond any single household. A Las Vegas Review-Journal investigation found that roughly 6,700 Clark County residents may be living without reliable air conditioning, based on newly available federal data. RTSNV CEO Bob Cleveland said his organization prioritizes AC repairs over other critical needs, such as roofing, given the stakes in extreme heat. He is pushing federal officials to classify extreme heat as a disaster eligible for FEMA emergency funding, arguing that helping seniors stay in their homes is far cheaper for taxpayers than relocating them. Cleveland has cited the cost of rehousing a senior at roughly $30,000 a year, compared with the one-time expense of an AC repair or replacement. Despite an annual budget of about $12 million, Cleveland said RTSNV's assistance funds are exhausted every year, a constraint he attributes partly to persistent difficulty securing sustained political and financial support for senior services. City officials have echoed that aging-in-place approach, framing it as both a health and cost-effective alternative to displacing longtime residents.
