KAMPALA — President Museveni has ordered a fresh investigation into the multi-billion-shilling CCTV maintenance saga after meeting officials from Dealan Associates Limited at State House, rejecting earlier investigation reports and directing that the company be paid its outstanding dues, together with interest and damages. The development comes after senior officials from Dealan presented evidence, including a certificate of completion issued by the Uganda Police Force, showing that the company had completed the contracted maintenance works on the National CCTV and Command Centre Project. Sources familiar with the State House meeting said President Museveni was presented with two reports—one from the Internal Security Organisation (ISO) and another from the State House Anti-Corruption Unit headed by Brig Gen Henry Isoke—but was unconvinced by their findings. “The President questioned both reports and did not agree with their conclusions. He immediately instituted another team to investigate the CCTV scandal,” a source who attended the meeting said. The meeting was attended by Inspector General of Police Abbas Byakagaba, former State Minister for Internal Affairs David Muhoozi and other senior officials. According to sources, officials who had been sent on forced leave, including Internal Affairs Permanent Secretary Lt Gen Joseph Musanyufu and Undersecretary Aggrey Wunyi, defended themselves by arguing that they had withheld payment because Dealan had not fully completed the works and that they were merely protecting government funds. However, the argument reportedly collapsed after Dealan produced a certificate of completion issued by the police itself, a document that had been relied upon by the Ministry of Finance to release more than Shs30 billion for the project. “The evidence overwhelmed the meeting because the same government agencies questioning completion had earlier certified that the works had been completed,” the source said. At the conclusion of the meeting, Museveni reportedly ordered that Dealan be paid its money together with interest and compensation for damages arising from the delayed payment. The President’s latest intervention, however, does not amount to an exoneration of Musanyufu and Wunyi. Sources said the two officials apologised to Museveni for the deterioration of the CCTV maintenance arrangement, noting that the surveillance system has not been comprehensively maintained since 2024. They then requested to be allowed to return to work while a fresh investigation is conducted. Former minister David Muhoozi also reportedly appealed to the President to permit the two officials to resume their duties pending the new probe. Museveni agreed and authorised their return to office, but maintained that investigations into the matter should continue. “They have not been cleared. They are still under investigation,” a source familiar with the deliberations said. “The President simply allowed them to return to work as a new team investigates the matter.” Sources further said Museveni remained convinced that there was evidence of attempted bribery in the handling of the contract and believed that earlier investigations may have been compromised. “The President’s view was that some of the agencies that investigated the matter had been penetrated, which is why he ordered a completely fresh probe by a different team,” the source added. The CCTV maintenance dispute has become one of the most contentious procurement battles within the security sector. The national surveillance network, installed by Chinese technology giant Huawei following a wave of high-profile assassinations and urban crime incidents, is considered one of Uganda’s most critical security assets. The maintenance project became complicated after Huawei faced U.S. sanctions in 2019 and opted to rely on local firm Dealan Associates Limited to undertake repairs and maintenance.
