MP Kibble calls for federal funding for Vancouver Island treatment-and-recovery facility Published 2:00 pm Wednesday, August 26, 2026 Cowichan-Malahat-Langford MP Jeff Kibble is calling on the federal government to fund a treatment-and-recovery facility on Vancouver Island, saying the region faces an urgent need for expanded access to addiction and mental-health care. Kibble, the Conservative Party’s Shadow Minister for Defence Procurement, wrote to federal Health Minister Marjorie Michel, copying B.C. Health Minister Ravi Kahlon, urging Ottawa to establish dedicated funding for a Vancouver Island facility. Island Health recorded 343 toxic drug deaths in 2025, while Statistics Canada reported a crime severity index for Duncan of 336, compared with a national index of 75. “The need on Vancouver Island is urgent, and it is not in question,” Kibble said. The call comes after the provincial government approved secure treatment facilities for Surrey and Prince George on July 10, with funding and timelines established for both projects. Kibble says Vancouver Island should receive similar consideration. “This year’s health agreement renewal, including the expanded Emergency Treatment Fund, gives Ottawa the chance to change that,” he said. “I am asking the federal government to set aside a Vancouver Island envelope within that renewal, fund secure, involuntary care, and work with the province to identify a site now, before this window closes.” Kibble said families across Vancouver Island have been left waiting for access to treatment and recovery services, arguing that care should be available closer to home. “Families on the Island have buried too many loved ones waiting for care that already exists elsewhere,” he said. “They deserve treatment closer to home, delivered with dignity and compassion. Our communities are safer when people can access the support where they live, when they need it.”
