Мозамбик запускает в октябре цифровую систему для управления гуманитарной помощью

Mozambique’s digital humanitarian response system set for October launch Mozambique says it has completed the validation of a digital system dubbed Beneficiary and Humanitarian Assistance Management System (SGBAH) to streamline humanitarian management across the country. The country’s National Institute for Disaster Risk Management and Reduction (INGD) made the revelation recently after two meetings which took place last month with government officials, technical and financial partners, as well as other development stakeholders. INGD said in a statement that the project, which is set to roll out in October, will enhance transparency, accountability, and integrity in national humanitarian response. Mobile teams have been deployed to collect beneficiary information in the field in an ongoing pilot ahead of the nationwide rollout. In the first workshop which was aimed at validating the system, INGD said discussions centred on practical preparations for the launch of the scheme, while the second was to complete the validation phase. The body noted that technicians tested the functionality of the platform and validated improvements intended to make humanitarian assistance management more efficient and faster. According to the body, the digital platform is a centralized beneficiary-management system that will help in registering recipients, managing assistance and generating reports with the aim of reducing duplicate, fictitious or otherwise improperly registered beneficiaries and improving traceability. An INGD official, César Tembe, is cited by Aman as explaining that the system will be interoperable with the database of the National Institute for Social Action (INAS), which administers support programs for vulnerable households in Mozambique. The full-scale launch of the system will be the culmination of a process that started in 2023. It has financial backing from the World Food Programme (WFP), which is partnering with Mozambique’s Centre for Development of Information Systems and Finance (CEDSIF) and the National Communications Regulatory Authority (INCM). Mozambique’s efforts show how countries are increasingly putting digital and biometric systems at the center of their humanitarian response efforts, amid growing concerns from digital rights organizations about the need for stronger data privacy and security safeguards. Studies, including one conducted by The Engine Room, have called for the responsible deployment of biometrics in humanitarian contexts. The new humanitarian system is part of Mozambique’s ongoing digital transformation. A dedicated government agency to oversee these efforts was put in place in March. Last month, the country approved new legislation to expand national ID issuance, a key factor in that transformation agenda. Article Topics biometrics | digital identity | humanitarian | Mozambique
