Morocco to Deploy More Than 3,000 Election Observers for September 23 Vote
Casablanca – The National Committee for Accrediting Election Observers has approved 26 Moroccan non-governmental associations, the National Human Rights Council and 30 international and regional organizations to observe Morocco’s legislative elections scheduled for September 23.
The approved groups will mobilize a total of 3,006 observers, according to a statement issued after two committee meetings held on September 4 and 7 at the National Human Rights Council headquarters in Rabat.
The committee, chaired by National Human Rights Council (CNDH) President Amina Bouayach, approved 783 observers from the council and 2,023 observers representing Moroccan non-governmental associations. They will independently and impartially monitor different stages of the electoral process in line with Morocco’s relevant legal and regulatory provisions.
International and regional participation will include delegations representing 20 non-governmental organizations, institutions and networks working on democracy, human rights, elections, audiovisual communication, and research and study in the field of democracy. Ten diplomatic missions accredited in Morocco will also take part.
Together, these bodies will be represented by about 200 observers from different parts of the world, including Africa, Europe, the Americas and Asia.

The CNDH will organize briefing sessions for the international delegations starting September 20, covering Morocco’s electoral laws and the rules governing election observation. The observers will then carry out their work across the country’s 12 regions.
The Parliamentary Assembly of the Council of Europe had already sent a pre-election observation mission to Morocco from August 31 to September 2. The mission met with government departments, national institutions, civil society organizations, media representatives and diplomatic missions accredited in Morocco.
Bouayach said the accreditation process was conducted with full attention to the legal and regulatory conditions required for independent and impartial election observation. She also said the committee gave particular consideration to geographical and cultural diversity, gender balance, and applications from associations working to protect and promote the rights of people with disabilities.
She called on accredited observers to carry out their duties independently and impartially, while respecting electoral laws and the code of ethics governing independent and impartial election observation.
Bouayach also noted growing interest from international and regional organizations in observing Morocco’s elections, including groups from Africa, Europe, Latin America, the United States and the Arab region.

The committee, made up of government sectors, constitutional institutions and civil society associations and chaired by the CNDH, operates under Law 30.11 on independent and impartial election observation.
It is responsible for receiving and reviewing accreditation applications, deciding on them and issuing accreditation cards and badges.
The council also held several training sessions for election observer trainers in June, involving 137 participants. Regional training sessions followed for 1,313 observers from the council and other accredited non-governmental organizations at 33 training centers in 23 cities across Morocco’s 12 regions.
