Сотрудники округа Маклеллан в Техасе испытывают стресс из-за проблем с внедрением новой компьютерной системы

McLennan County employees feeling pain of computer system transition WACO, Texas (KWTX) - It didn’t get the doomsday prognostication associated with the turn-of-the-century Y2K drama, but McLennan County employees dealing this week with the transition to a new computer software system say the pain is real. County workers have undergone from 20 to 25 hours of training on the new Tyler Technologies system, but many complain the tutelage was insufficient and that the Tyler support staff is hard to find when they have questions. “I want to pick this computer up and throw it out the window, and I wouldn’t give a damn,” one county employee said Tuesday. Another employee burst into tears at work on Monday and had to go home to retrieve her blood-pressure medication. That employee and her colleague were feeling overwhelmed Monday and Tuesday because they were told that court settings for the 1,400 pending cases in that court would be integrated automatically by the new justice software. They discovered on Monday that was not the case and they had to input trial dates, pretrial hearing dates, status conference settings, probation revocation hearings, arraignments and other court dates by hand into the new system. “If I had enough time in and was eligible to retire, I would have walked out yesterday and not come back,” one employee said Tuesday. While current employees express frustration with the new system, McLennan County Information Technology Director John Carter said the new system will be a vast improvement over the current EDOC Tec system. The implementation costs for the new software system were $3 million, with annual operating and maintenance costs totaling $1.6 million. It will affect about 850 of the county’s 1,100 employees and is designed to cover the entire justice system from arrest to case disposition, County Administrator Dustin Chapman said. That means, unlike in the past decade or so with various departments using separate data bases, the county jail and the voluminous records kept there, the sheriff’s office, the district attorney’s office, the district and county clerks’ offices, all courts and all constables’ offices will be on the same software system. The new system also has a jury management system, as well, Carter said. Carter said the county has been eyeing a change from EDOC Tec for almost three years, calling Tyler the “premiere software in terms of government.” He said there are 15 Tyler employees and 11 county IT employees working with county workers to help troubleshoot any problems or glitches. “When I came to the county, I evaluated the current system and it was universally hated,” Carter said. “But it’s the same with any new system. This is my third big enterprise resource planning software transition, and this is remarkably one of the smoother ones I have done.” Carter said he understands employee frustrations. That’s all part of implementing a new system, he said. “We went live Sunday night, and, of course, there are always bumps in the road like everything else, he said. “We are asking the employees to do a lot of extra work, plus their own regular jobs. I can sympathize.” Several courts, knowing the transition was coming, did not schedule any trials or hearings this week. Many county departments have signs telling others to be patient with them during this time. McLennan County Court-at-Law Judge Vik Deivanayagam also understands the new system is causing employee anxiety, but said he thinks it all will be worth it. “I think there is a certain level of learning curve that does cause a little bit of frustration,” the judge said. “Anytime you are learning how to use a new system, that is just part of it. Ultimately, in six months, I think everyone will be very happy and pleased that we made the change. Currently, you have multiple departments working on different platforms, and it is really hard to access information through those different platforms. In the future, we will have access to all of it – everyone - and providing more access to that information makes everybody’s job easier. Copyright 2026 KWTX. All rights reserved.
