LNG Canada

LNG Canada funds special City construction section
Published 11:16 am Thursday, September 3, 2026
LNG Canada is giving the City of Terrace $900,000 to help staff a specialized section to handle millions of dollars of construction projects.
The section has an intended lifespan of five years beginning in 2026 for a series of big ticket projects including a rebuilt Lanfear Hill complete with a roundabout at the top, a rebuilt sewer outfall system on the banks of the Skeena River and an expansion and rehabilitation of the city’s water supply at the Frank St. well building.
Those three projects, each with its own complexities, alone have a combined prospective price tag approaching $20 million.
“This is expected to allow the city to respond appropriately to a spike in capital funding while maintaining typical operational services in the engineering and public works department, with minimal impact to the taxpayer,” said city manager Maggie Arruda.
“Through this partnership with the City of Terrace, we’re helping build the capacity needed to deliver critical infrastructure, maintain services, and plan for the future,” said LNG Canada public relations official Tara Barnett.
“By investing in local communities today, we’re helping ensure the region is well positioned to support residents, businesses, and opportunities for years to come.”
Although the new section has a lifespan of five years, LNG Canada’s money will be paid out in the first three years. In turn the city estimates its first three years will cost $467,935 and be financed by using the city’s surplus.
How the money will be found for the final forecast two years of the section has yet to be determined.
But statements from both the city and LNG Canada indicate there is the potential for the latter to provide more money for the special section’s last two years.
And both indicate it was LNG Canada who determined the amount of money it is now providing.
“Any decision regarding additional support would be considered at a later date and would be subject to future business considerations and approval processes,” LNG Canada noted.
A position of Executive Director has been created at a cost of $185,367. This position will now oversee the existing Director of Engineering and Public Works position, the existing Lands and Economic Development Manager position, and the new Manager of Major Initiatives position.
The Manager of Major Initiatives ($139,405 a year), as the title indicates, is responsible for the large capital projects through overseeing the special section consisting of three project coordinators and one administrative assistant. Money for one of the project coordinator positions comes from an existing city budget allocation.
When added up, this means five new positions have been created – the Executive Director, the major initiatives manager, three project coordinators and one administrative assistant.
Two of those positions have already been filled. Ben Reinbolt who had been the public works and engineering director is now the Executive Director and Travis Christianson who had been the engineering manager is now the Manager of Major Initiatives. The city is now looking for replacements for Reinbolt and Christianson. Each position will be for a five-year term to reflect the planned five-year life of the major initiatives section.
In a move not connected with the creation of the special construction section, economic and lands development manager Mike Pucci has moved on to other employment. This position pays $120,964 and a permanent replacement is being sought.
