Саудовская Аравия: от финансовых льгот к созданию долгосрочной экономической ценности

Investment in Saudi Arabia: From incentives to value What distinguishes the Saudi approach is that investment is no longer viewed simply as a source of capital. Instead, it is regarded as a long-term economic partnership capable of creating sustainable value. Tuesday 25/08/2026 Financial incentives alone are no longer enough to attract investment. Increasingly, investors are looking for economies that offer sustainable growth, regulatory stability, ease of doing business, a high quality of life, and the confidence to plan for the long term. Against this backdrop, Saudi Arabia's investment appeal is no longer defined solely by the size of its economy or its strategic location. It is increasingly shaped by a comprehensive reform agenda that has transformed the business environment and strengthened the Kingdom's global competitiveness. This transformation did not emerge from a single policy or standalone initiative. Rather, it reflects a gradual reform journey driven by Vision 2030, which has focused on modernizing regulations, improving government efficiency, expanding digital services, upgrading infrastructure, empowering the private sector, and creating new opportunities for both domestic and foreign investment. Together, these reforms have created an integrated ecosystem that offers investors greater clarity and confidence. What distinguishes the Saudi approach is that investment is no longer viewed simply as a source of capital. Instead, it is regarded as a long-term economic partnership capable of creating sustainable value. Economic policies have therefore focused on attracting investments that contribute to technology transfer, knowledge localization, supply chain development, job creation, and the advancement of local content. This reflects a broader understanding of today's competitive landscape, where the quality of investment has become just as important as its volume. This perspective is clearly reflected in initiatives such as the Regional Headquarters (RHQ) Program, which has strengthened Saudi Arabia's position as a regional business hub while encouraging leading multinational companies to establish their regional headquarters in Riyadh. In the same context, the Premium Residency program has emerged as another important pillar of the Kingdom's investment ecosystem. It would be misleading to view it merely as a residency program offering additional privileges. Its economic purpose extends far beyond that. The program is designed to attract investors, entrepreneurs, highly skilled professionals, innovators, and individuals whose expertise can contribute to the Saudi economy. Through the specialized products introduced by the Premium Residency Center, the program has become more closely aligned with the Kingdom's economic priorities and the country's efforts to attract productive and innovative talent. The importance of Premium Residency lies not only in the benefits it offers its holders, but also in the philosophy behind it. It reflects a broader vision that sees investors as long-term partners in development rather than simply providers of capital. This approach is consistent with the direction taken by advanced economies, which increasingly compete to attract talent and expertise alongside investment. Viewed within the broader reform agenda, Premium Residency is not a standalone initiative but a natural extension of Saudi Arabia's economic transformation. Investors are far more likely to make long-term commitments when they operate within an environment that combines transparent regulations, efficient digital government services, a sophisticated financial sector, and promising economic opportunities with a legal framework that also provides personal and professional stability. In this context, Premium Residency strengthens the overall attractiveness of the investment environment rather than serving as a substitute for it. Ultimately, Saudi Arabia's investment appeal today is the product of sustained economic and institutional reform rather than any single initiative. Premium Residency is one component of a broader economic transformation that is reshaping the relationship between investors and the state. While incentives may open the door to investment, it is the quality of the investment environment that encourages investors to stay and expand. That is the equation that will define the competitiveness of economies in the years ahead.
