В Санфорде проект культурного центра для индийской общины столкнулся с юридическими и инфраструктурными препятствиями

A proposed 11-acre cultural venue in Sanford aims to give Central Florida’s growing Indian-American community a space tailored for multi-day weddings, traditional ceremonies and major performances. However, the project faces hurdles. County planners warned in pre-application review notes submitted on July 30, that the proposed Pandal Events Center on Freer Lane currently lacks public road access, sits on unbuildable parcels and conflicts with its residential land-use designation, according to a report in GrowthSpotter. Submitted by Longwood resident Ramachandran Balaraman, an immigration attorney, the commercial venture was conceived alongside his wife Sujatha Gangadharan and daughter Niyanthri Ramachandran to fill what they view as a clear gap in the regional hospitality market. “We feel like this is something not available in Florida, or mostly in the U.S. itself,” Balaraman told GrowthSpotter. “We want to combine commercial with cultural so it helps the community as well, connecting spirituality and culture. Also, Indian weddings are not just one time and done. It’s a couple of days at least, or sometimes even three days.” The venue would be designed to accommodate all aspects of the traditional ceremonies. Balaraman sees the venue as having appeal for destination weddings, too. “A lot of families from the Northeast or colder places fancy having a wedding in Florida because of the sunshine,” Balaraman said. “Particularly with a lot of Indian ceremonies, because they have to see the sun as part of it.” During wedding rituals, the couple is guided outside or toward an open space to look at the sun, which is revered as a direct witness to the marriage. Preliminary conceptual plans include a multi-use indoor auditorium, a lobby, verandas, bride and groom preparation suites, administrative offices and dedicated catering support space. The grounds feature an outdoor ceremonial lawn, landscaped gathering areas, a surface parking lot, vendor loading zones, passenger drop-off loops and an eastern stormwater retention basin. The proposal reflects steady demographic growth across Seminole County, particularly along the Lake Mary high-tech corridor. Census data shows about 35% growth of the Asian Indian population in Seminole County between 2010 and 2021, drawn largely by corporate tech hubs and top-rated public schools. Long-term community growth has been anchored by proximity to regional places of worship, such as the Hindu Society of Central Florida temple in neighboring Casselberry, along with cultural centers, Indian grocery stores like Spice Bazaar and Patel Brothers, and popular Indian dining destinations along State Road 434 and US Highway 17-92. Seminole County Development Review Committee staff flagged three critical threshold obstacles during their review. The 11.17-acre property carries a Low Density Residential Future Land Use designation and A-1 Agricultural zoning. County staff noted that an event venue is inconsistent with residential land use, which is reserved primarily for single-family housing up to four units per acre. The project spans two wooded parcels at 1550 and 1570 Freer Lane, located north of Vihlen Road and east of Upsala Road. County records revealed the property was improperly divided via quitclaim deeds in 1985 without county approval, making both parcels legally unbuildable in their current state. The developer must formally recombine the lots through county approval before any building permits can be requested. Public Works Engineering cited site access as another severe obstacle. County engineers explicitly noted that the property lacks access to a public road, stating that private access easements are legally inadequate for a commercial assembly facility of this nature. The heavily wooded site presents several environmental constraints. Portions of the land contain wetlands requiring a minimum 15-foot and average 25-foot undisturbed buffer. Parts of the site also lie within a FEMA floodplain, where county codes prohibit fill without equal volumetric compensation on site. Property appraiser records list the 5.55-acre parcel at 1550 Freer Lane under Bradley E. Hemann, and the adjacent 5.62-acre parcel at 1570 Freer Lane under Thoa N. Nguyen and Si Van Le. Balaraman is not listed as an owner. Together, the two unimproved parcels have a combined 2026 market value of $274,425. Because this was a pre-application review, no formal approvals or rejections were granted, leaving Balaraman to decide whether to pursue a land-use amendment, secure legal road access and recombine the parcels before submitting formal site plans.
