В Фиджи лицензировано менее 100 из 3000 частных охранников из-за нарушений требований

Fewer than 100 of about 3000 registered private security providers are currently licensed, according to Fiji Law Reform Commissioner Ana Rokomokoti.
She said non-compliance with licensing requirements was contributing to delays in licence applications and renewals.
Fiji Law Reform Commissioner Ana Rokomokoti described the situation as concerning during a review of the Security Industry Act 2010 in Labasa today.

The review of the Security Industry Act 2010 will look at the issue and consider ways to strengthen the licensing system.
Under the current Act, there are three tiers of licensing — Master, Individual and Provisional.
Security service providers covered by the Act include CCTV installers, bouncers, security personnel working in retail outlets, security companies, hotels, Airbnb operators, port security providers and car park operators.
Ms Rokomokoti said many security provider licence renewals and applications were delayed because of non-compliance with licensing requirements.
She said this included delays in submitting compliance certificates from the Fiji National Provident Fund (FNPF), Fiji Revenue and Customs Service (FRCS) and the Department of Labour.
“These delays affect the submission with security provider's inability to provide documentations to meet requirements for consideration by Ministry of Defense,” she said.
The commissioner said the review would examine the causes of delays and seek to address the weaknesses through a revised Act.
Ms Rokomokoti said high levels of non-compliance among security providers could also be attributed to clients hiring unlicensed operators.
“One way to address this problem is to place that obligation on clients to make sure whoever they are hiring are properly licensed,” she said.
South Pacific Marine Ltd general manager Jitendra Prasad sought clarification on the types of uniforms private security providers were allowed to wear.
Ms Rokomokoti said private security companies should ensure their uniforms did not resemble those worn by the armed forces, Police or Republic of Fiji Military Forces (RFMF).
She said uniforms should not create confusion for the public and there should be a clear distinction between private security personnel and law enforcement or military officers.
