Канада должна создать целевой фонд для переноса производства на родину

Bring manufacturing home: Canada needs a manufacturing relocation fund August 25, 2026  by Dave Tregear, COO, Green Rooster Industries Inc. Canada should create a dedicated manufacturing relocation fund for Canadian-owned brands that commit to producing goods domestically, Dave Tregear writes. Canada talks increasingly about economic resilience, stronger domestic supply chains and rebuilding industrial capacity. But there is a practical gap in that strategy: Canadian brand owners that decide to move established production from overseas back to Canada can still struggle to find funding designed specifically for the relocation itself. That gap matters. A company bringing manufacturing home is not simply buying new equipment or expanding an existing factory. It may need to redesign tooling, qualify Canadian suppliers, complete new testing and certification, finance molds and production runs, rebuild packaging and logistics, and carry working capital while the new domestic supply chain comes online. Those costs arrive before the benefits of reshoring show up in revenue, employment and exports. Canada should create a dedicated manufacturing relocation fund for Canadian-owned brands that commit to producing goods domestically. The program should combine grants, forgivable or conditionally repayable loans, tooling assistance and working-capital support. Its purpose would be straightforward: reduce the financial barrier that prevents viable Canadian brands from moving production home. The economics of manufacturing have changed. For years, offshoring was often justified primarily by labour costs. Automation, robotics, computer-controlled production and advanced quality systems have narrowed that advantage in many product categories. Canadian manufacturers can compete through precision, repeatability, shorter lead times, traceability, regulatory confidence and reduced exposure to long international supply chains. For many products, the question is no longer whether Canada can manufacture competitively. The question is whether Canadian companies can finance the transition. My company experienced that problem directly with BeeBaby, our baby-products brand. We made the decision to relocate manufacturing to Canada, secured Canadian manufacturing partners and rebuilt the supply chain domestically. Green Rooster Industries has self-funded the entire relocation process ourselves, including the work required to rebuild the supply chain and prepare Canadian production. We did so because we believe strongly in manufacturing at home, but the absence of meaningful transition support made the process considerably more difficult than it needed to be. What we did not find was a meaningful federal program purpose-built to finance a Canadian brand moving existing production from overseas into Canadian facilities. There are important federal programs supporting manufacturing, productivity and industrial resilience. The federal Strategic Response Fund supports large-scale transformative projects and focuses primarily on major industrial investments. The Regional Tariff Response Initiative supports small and medium-sized businesses affected by trade disruption, including projects that improve productivity and strengthen supply chains. These programs are valuable, but they are not the same thing as a standing reshoring program available to a Canadian brand simply because it has made a strategic commitment to manufacture at home. That distinction is important. A relocation fund should not require a company to be in crisis, directly injured by a tariff or undertaking a project worth tens of millions of dollars. A smaller Canadian consumer-products company moving molds, assembly, packaging or component production from Asia to Canada can generate meaningful domestic economic activity even if the project is modest compared with an automotive, steel or semiconductor investment. A practical program could be built around four funding categories. First, tooling and equipment: support for molds, fixtures, robotics, automation and production-line adaptation required to manufacture a product in Canada. Second, qualification and compliance: testing, certification, engineering and process validation needed to bring a new domestic supplier online. Third, transition working capital: short-term financing for deposits, initial production runs, inventory and packaging while overseas production is wound down and Canadian production ramps up. Fourth, commercialization and export readiness: support for scaling Canadian-made goods into domestic and international retail channels. Funding should be tied to measurable commitments. Applicants should demonstrate Canadian ownership or meaningful Canadian intellectual property, show that production is genuinely being transferred into Canada, identify qualified domestic manufacturing partners, and provide a credible commercialization plan. Larger forgivable portions could be linked to Canadian jobs created, capital invested, export sales achieved or a minimum percentage of domestic value added. That would make the program accountable while still giving companies enough flexibility to execute the transition. The policy would also support goals Canada is already pursuing. Domestic manufacturing strengthens supply-chain security. Automation investment raises productivity. Canadian production improves visibility into quality and compliance. Local manufacturing keeps more technical knowledge, tooling and intellectual property connected to the Canadian economy. And when Canadian brands export domestically manufactured products, the country captures more of the value chain instead of exporting only ideas and importing the finished goods. There is also a strategic timing issue. Companies will not reshore simply because governments encourage them to buy Canadian. They will do it when the economics and financing make sense. If Canada wants more manufacturing at home, policy has to address the moment when a company decides whether to leave production overseas or absorb the cost and risk of rebuilding it domestically. Canada already has the manufacturing expertise, advanced machinery and engineering capability to compete in many categories. What is missing is a clear bridge between Canadian brand ownership and Canadian production. A dedicated manufacturing relocation fund would provide that bridge. If the federal government wants resilient supply chains and more Canadian-made goods on store shelves around the world, it should make it easier for Canadian companies that are ready to bring manufacturing home to actually do it.
