Atlanta airport shuttle drivers’ payroll dispute draws scrutiny from city leaders ATLANTA, Ga. (Atlanta News First) — A payroll dispute involving some airport shuttle drivers at Hartsfield-Jackson Atlanta International Airport is drawing scrutiny from Atlanta city leaders. The workers, who shuttle travelers to and from parking lots at the world’s busiest airport, brought their concerns to the city earlier this month. They claimed some paychecks were missed or later sent through Cash App or Zelle. City leaders discussed the issue during Wednesday’s Atlanta City Council Transportation Committee meeting, where members questioned contractors about payroll practices, employee benefits and how similar issues can be avoided in the future. “This is a bigger mess since the 2017 Super Bowl. I mean, this is ridiculous,” said Atlanta City Councilmember Thomas Worthy. Contractors and subcontractors told the committee ParkATL drivers have been paid. “We are taking those concerns very seriously, and we are committed to ensuring that all employees, including subcontracted employees, are treated fairly and compensated appropriately,” said Bob Reiser, president of East Airports for SP Plus. SP Plus is a managing partner of SP Plus Red Bridge, the joint venture that operates ParkATL at Hartsfield-Jackson Atlanta International Airport. ParkATL’s shuttle services are subcontracted through Vectour Group, an Atlanta-based small business. Vectour has a subcontract agreement with SP Plus. Vectour said that earlier this year, the company went through a payroll transition that resulted in some employees being paid through third-party apps. The company said those payments happened 21 times out of more than 16,000 payroll payments, with 18 occurring during an ADP payroll processing transition in 2026. Vectour said employees authorized the payments so they would not miss a scheduled payday. The company disputes allegations that wages were withheld or mismanaged. “We are actively, aggressively getting in front of that now to make sure we can return to real-time, same-day check stub access,” said Reginald Haslam Jr., president and CEO of Vectour Group. Council members said the payment concerns raised broader questions about worker protections and contract oversight. “Cash App payments, not knowing when you’re going to get paid — think about what people are going through,” said Atlanta City Councilmember Antonio Lewis. Vectour said the payroll issues are expected to be resolved by July 28, and next week’s paychecks will be issued through bank ACH deposits. The Transportation Committee said it plans to continue discussions with city lawyers and the code compliance office to review contracts, insurance premium payments and union dues. “Either to make sure it gets corrected or, worst-case scenario, say, ‘You violated our contract. We’ve got to do something different,’” said Atlanta City Councilmember Alex Wan. “If someone can speak to that, that would be helpful for me.” In a statement released July 15, Vectour Group said it is aware of recent media reports and allegations involving payroll administration and employee benefits related to its work supporting ParkATL. “Our employees are the foundation of our company and the essential workforce that helps keep the world’s busiest airport operating each day,” the company said. “We recognize that concerns regarding employee pay and benefits are serious, and we are committed to addressing those concerns with transparency, accountability, and documented facts.” Vectour said that since its current contract began Oct. 14, 2022, it has processed 16,646 individual employee payroll payments totaling about $28.7 million through ADP. The company said every scheduled payroll date has been met, with 91 consecutive payroll cycles providing same-day electronic pay stub access. The company said 77 payroll corrections were made out of 16,646 payments, which it described as an error rate of less than one-half of 1%. Vectour also said the Cash App and Zelle payments were used in 21 instances, and that each payment was calculated, taxed, processed and recorded through ADP. The company said an insurance issue referenced in recent reports involved supplemental life insurance affecting seven employees. Vectour said it completed a reconciliation and reimbursed all affected employees on the June 23, 2026, payroll. Vectour also said all employee W-2 forms from tax years 2022 through 2025 were issued through ADP, and that union dues have been remitted through June 2026. “Vectour strongly disputes allegations that employee wages have been intentionally withheld, mismanaged, or that payroll funds have been improperly handled,” the company said.
