History does not repeat itself exactly, but it often offers important lessons about current events.
After the Civil War, President Andrew Johnson squandered a historic opportunity to create a more just and inclusive nation. Rather than protecting the rights of newly freed black Americans, Johnson opposed key civil-rights measures, vetoed legislation designed to secure equal citizenship, resisted black suffrage, and allowed former Confederate elites to regain political power. His policies helped pave the way for the Black Codes (state laws intended to preserve the pre-Civil War racial and labor hierarchy), racial segregation, and nearly a century of disenfranchisement and white supremacy across the South.
Today, the United States faces a different but related challenge. While not advocating a return to the overt racial hierarchy of the nineteenth century, many of Donald Trump’s most successful political appeals have been directed toward Americans who fear the country’s changing demographics and social structure. (In 1960, 84 percent of the population was non-hispanic white, by 2020 the percentage had decreased to 58 percent and by 2050 it is estimated to be approximately 45 percent.) Immigration, diversity initiatives, voting-rights disputes, and opposition to programs intended to address historic inequities have become central themes of modern political conflict.
The parallel with Johnson is not that the policies are identical. The parallel is that both political movements draw strength from citizens who perceive social change as a threat to their traditional status. Johnson reassured white Southerners unsettled by emancipation and black political participation. Trump reassures voters who fear that a more diverse America may diminish the cultural, political, and economic advantages they have long enjoyed.
Many Trump supporters would reject this characterization, arguing that their concerns are about border security, economic opportunity, or cultural cohesion rather than race.
Yet it is difficult to ignore the extent to which demographic change and the perceived loss of status by traditionally dominant groups have become powerful forces in American politics.
Johnson’s legacy serves as a warning. Democracies are strongest when expanding rights and opportunities, not when mobilizing fear that equality for others means loss for oneself. The lesson of Reconstruction following the Civil War is that political movements built upon anxiety over declining privilege may win elections, but they often leave lasting damage to national unity and democratic idea.
