The Town of Malta may have another 55-plus residential community on the horizon. Crisafulli Holdings has submitted an application to the town's planning and zoning board to build “The Montclair Saratoga,” modeled after Crisafulli’s The Montclair Albany. The vacant, wooded site on Landau Boulevard is on about 9 acres between Route 9 and GrandeVille at Malta apartments. Altogether, the three-story, 62,000-square-foot complex will have 104 residential units, courtyard areas and an outdoor swimming pool, according to the project narrative by Lansing Engineering. The developers say they are addressing a demonstrated housing need for seniors in Malta. At a town hall at the Malta Community Center organized by lawmakers in June, residents said rent increases have put pressure on senior citizens with fixed incomes. Residents of Carlton Hollow, another 55+ apartment community in Ballston Spa, spoke of rising rents, citing the need for rent stabilization or a cap to address affordability concerns. Currently, two-bedroom apartment units at Carlton Hollow list for at least $2,255 a month. The developers are also looking for leeway from the town Planning Board. Variance requests include a request to permit a 491-foot-long building, whereas the maximum building length is 225 feet under the town’s zoning code, and a request for a parking lot to be between the building and street, which is also not allowed under the current zoning code. The developer argues other senior housing complexes in Malta don’t align with town zoning code for building length either, including Highpointe at Malta and Ellsworth Commons. Planning Board member Murray Eitzmann said the project should be integrated into the project. Planning Board Building, Planning and Development Coordinator Floria Huizing said the building-length variance is a “big ask.” “They have to go to the zoning board … if the zoning board decides to turn them down, they have to redesign,” Huizing said. If they accomplish all the variances, Crisafulli will not have to go back to the planning board. Crisafulli will appear before the Malta Zoning Board on Sept. 1 PEDALS path The development would be next to a proposed ADA-compliant multiuse path along U.S. Route 9, known as the PEDALS project, or the Pedestrian Downtown Access Linkage System. The multiuse path is planned for the west side of Route 9, on the same side of the proposed development, and will extend from Taddeo Road to just north of Landau Boulevard.
