Region of Waterloo taking ownership of road at Wilmot land assembly site
Region of Waterloo to take ownership of Nafziger Road section at land assembly area, improving connectivity and reducing maintenance costs for Wilmot Township.
Ownership of a section of Nafziger Road in Wilmot, where the region is assembling land for a massive 770-acre shovel-ready industrial site, will be transferred to the Region of Waterloo.
Transfer of the 1.04-kilometre stretch of road, between Bleams Road and Highway 7/8, was approved Tuesday by regional council. Staff said in a report that the transfer is in order to “improve regional road connectivity and consolidate ownership of a corridor that functions as part of the broader regional transportation network.”
“Assuming jurisdiction of the township-owned section of Nafziger Road would create a more continuous regional corridor, supporting better co-ordination of corridor planning, infrastructure management, and future transportation improvements,” the report continued.

The area bounded by Nafziger Road, Bleams Road, Highway 7/8 and Foundry Street is currently a flurry of activity, with excavators and other heavy machinery tearing down buildings on multiple properties.
Wilmot Township Coun. Lillianne Dunstall told The Record last week the region is moving to get the site ready for a future customer.
As of May 2025, the region claimed to have more than 70 per cent, or 550 acres, of land secured of the estimated 770 acres needed for the mega-site.
The region did not specify how much land it has acquired as of this month.
Jeff Willmer, Wilmot’s chief administrative officer, said the transfer’s primary benefit is Wilmot would no longer be responsible for the cost of operating and maintaining the section of road.
Maintenance, including winter control, traffic operations and pavement management, will now be absorbed by the region at $31,000 a year. The report estimated $514,000 in rehabilitation costs over the next eight to 10 years.
