EASTON — Philip Carey Foster, a candidate for Talbot County Judge of the Orphans’ Court and a seasoned public servant, has died at the age of 79.
Foster had over 50 years of public service under his belt, ranging from the county level to his two-year stint in the Maryland House of Delegates.
Foster was born on Jan. 5, 1947, in Salisbury. He moved to Easton in 1958, graduating from Easton High School before going on to the College of Wooster in Ohio and Vanderbilt University Law School in Nashville.
During the Vietnam War, Foster enlisted and served seven months of active duty as a Second Lieutenant before continuing in the Army Reserve, where he attained the rank of Captain.
After his military service, Foster became a lawyer, earning admittance to the Maryland Bar and District of Columbia Bar in 1973. He served as Assistant State’s Attorney for a year, then Deputy State’s Attorney until 1986, when he was elected State’s Attorney for the next three years.
In 1989, Foster was appointed to the state House of Delegates representing District 37. He also served on the Ways and Means Committee until 1991.
Foster served on the Talbot County Council from 1998 to 2010, with two years as Council President and a year of Vice President.
In 2023, Foster was elected as Judge of the Talbot County Orphans’ Court. He would go on to become Chief Judge, and will be on the ballot in November’s general election.
Phil Jackson, Chair of the Talbot County Democratic Committee — a position Foster also held during his life — remembered him fondly in an interview Wednesday.
“What’s so remarkable about Phil was his desire to keep partisan politics out of the Orphans’ Court,” Jackson said. “He had an immense amount of respect for the work that the Orphans’ Court did and does, and felt that partisan politics didn’t belong there.”
Foster had a deep passion for public service, serving on various committees, councils and boards throughout his life. He served as a delegate to the 2020 Democratic National Convention and was a member of the Rotary Club and Elks.
Yet, some say his greatest joy was in his 27 years coaching youth soccer, eventually becoming the first President of the Talbot County Youth Soccer Association.
Talbot County Council Vice President Pete Lesher said Foster’s time coaching soccer was “probably his biggest footprint,” where he touched hundreds of kids’ lives.
Lesher also remembered Foster fondly, saying that his favorite memory of him “that makes me really chuckle, I can’t put on the record.”
“Phil was an attorney, and Phil understood language, and Phil had a way of being able to boil down an issue and really cut to the chase,” Lesher said. “I remember him doing that from the dais, saying ‘isn’t this all that we’re doing here?’ He had a way of really distilling the issue at hand.”
