Совет города Роузбург обсудил обучение полиции вопросам миграции и утвердил подрядчик на ремонт отливов

In an August 24 meeting, The Roseburg City Council heard an update on immigration training and policies in the Roseburg Police Department, awarded a bid for storm damage repair work and more. Roseburg Police Department immigration training update Near the end of the publicly accessible portion of the meeting, the council heard an update from Roseburg Police Chief Gary Klopfenstein on the Roseburg Police Department’s (RPD) immigration related training and policies. The update comes after multiple previous council meetings in which citizens came forth with questions regarding what training the RPD had received relating to immigration. Klopfenstein said the department uses Lexipol, a private company which provides state and federal level public safety information and training, for its policy manual. He said the RPD conducted an annual review and training on the entire manual in July. According to Klopfenstein, city employees received guidance on how to respond if they are contacted by federal immigration authorities, with staff directed to contact the city’s human resources department in those situations. “Employees were advised that the city does not have a role in enforcing federal immigration law and were directed to contact human resources if federal immigration authorities contact them in the course of their work or seek access to non-public areas of city facilities,” Klopfenstein said. “Law enforcement personnel were directed to continue operating in accordance with department policies and established chain of command.” Klopfenstein then outlined what actions the RPD can and cannot take regarding immigration and interaction with federal immigration authorities, citing several state statutes and laws. Citing Oregon Revised Statutes, Klopfenstein said the RPD cannot use public facilities, agency money, equipment, personnel or property to detect or apprehend people for federal immigration law enforcement. The RPD also cannot detain, arrest, question or hold people for ICE. Klopfenstein also said the department cannot provide information about people in custody to ICE for immigration enforcement unless under a court subpoena or if the information is publicly available. RPD also cannot fulfill records requests made by federal agencies regarding immigration enforcement. In previous council meetings, citizen comments addressed potential further training opportunities, but Klopfenstein said he feels the RPD is prepared. “I know there were calls for additional training to be brought in. I am unaware of any training that would be more than what we do here,” Klopfenstein said. “I am confident we are prepared for what we need to do.” Storm damage repair bid awarded Prior to Klopfenstein’s update, the council awarded a bid for a storm damage repair project which will upgrade storm lines and create a new one on the 1700 block of Mill Street. According to Roseburg Public Works Director Ryan Herinckx, a culvert designed to carry storm water away from the lower Mill Street area and under a nearby railway was damaged by flooding in March 2025 and partially collapsed. Herinckx said while temporary improvements kept the railway active, they prevent the culvert from properly carrying water under the railroad. The project would address this issue. “The proposed repair efforts include upgrading the storm lines that lead to the rail right-of-way, boring a new storm line underneath the rail and completing other outlet improvements,” Herinckx said. “The existing culvert will be abandoned in place.” The bid was awarded to Timber Mountain Construction Inc., who were the lowest bidder on the project at $232,560. According to the council’s meeting agenda packet, the total estimated construction cost is $290,816. Herinckx said the city’s storm drainage fund contains $350,000 for project construction. The notice for Timber Mountain Construction Inc. to proceed will be issued in September, with the company having 90 days to complete the repair. For more information, visit here.
