Talley Recreation Center, and the area that would become Baker Park. At the dedication of Frederick Municipal Park on June 23, 1927, Joseph D. Baker said, “Look, and what do we behold? Made from what was once an eyesore to Frederick City! Look, I say, and see the bathing pool, the boating lake, and the basking place for children and people of the town in the glorious sunshine, enjoying the open air; young people getting to know each other better, supplying youth with that which it greatly needs — proper exercise and recreation under the open sky!” What he did not know at the time was that the park, which he had helped make a reality, would be named in his honor less than two months later.
