Имперская долина США зависит от легальных мигрантов для обеспечения продовольственной безопасности страны

Drive through the Imperial Valley in mid-winter, and it is easy to forget that the surrounding region is a desert. Powered by the waters of the Colorado River flowing through the All-American Canal, roughly 500,000 acres of irrigated, emerald farmland stretch across southeastern California. This agricultural oasis—generating over $5 billion annually and producing roughly two-thirds of the nation’s winter vegetables—is the unsung engine of American food security. From November through April, when much of the country is blanketed in snow, the valley serves as the nation's primary “winter salad bowl,” supplying the vast majority of America's winter lettuce, broccoli, and carrots alongside more than 65 other crops. Yet, beneath this abundant harvest lies a fragile human supply chain. As federal policies shift and employers nationwide warn of shrinking domestic labor pools, a new study reveals just how dependent this regional engine is on legal, guest-worker pathways to keep food on American tables. According to an analysis of U.S. Department of Labor data by Manifest Law, the El Centro metropolitan area ranks fifth in the nation among small U.S. metros for its concentration of seasonal foreign workers. Local employers requested 1,506 seasonal foreign workers for every 10,000 resident employees, totaling 9,174 certified positions. What makes the Imperial Valley unique is not just the volume of these requests, but their absolute focus: 100% of the requested seasonal workers in the El Centro metro came through the federal H-2A agricultural visa program. Not a single worker was requested through the H-2B non-agricultural program. In the El Centro metro area, the reliance on foreign agricultural labor is remarkably concentrated compared to national trends. Out of a local resident workforce of 60,917, employers submitted 9,174 total seasonal labor requests—every single one of which was filed under the agricultural H-2A program. This places the region fifth overall among small U.S. metropolitan areas, with a concentration rate of 1,506 requested guest workers per 10,000 local employees, vastly overshadowing the national average of just 53 per 10,000. This extreme reliance underlines a stark economic reality. Agriculture supports nearly 20,000 local jobs—accounting for roughly one out of every six positions in Imperial County. While domestic labor shortages afflict industries across the country, field labor remains uniquely difficult to source locally. The physical intensity and seasonal nature of harvesting winter produce mean that without guest workers, crops simply rot in the field. Nationally, the trend is clear. Employers requested more than 533,000 crop workers through the H-2A program over a recent 12-month period. Agricultural powerhouses like California, Washington, and Georgia heavily drive this demand, contrasting sharply with regions like New England, where non-agricultural seasonal labor (H-2B) for tourism and landscaping dominates. The debate over foreign labor is taking on heightened urgency as the federal government moves to tighten immigration pathways, including plans to end Temporary Protected Status for several immigrant groups. At the same time, policymakers are targeting immigration fee structures elsewhere—such as a recently proposed $100,000-plus fee on cap-subject corporate H-1B petitions—reflecting a broader federal push to reshape how foreign labor is vetted and funded. For the Imperial Valley, however, farm labor is not a theoretical policy debate; it is an operational imperative. When winter arrives, millions of consumers expect fresh produce on grocery store shelves. Maintaining that seamless supply relies directly on the thousands of seasonal hands moving through the desert fields of southeastern California. Without a predictable, legal pathway for agricultural workers, the harvest—and the local economy built around it—faces an uncertain future.
