Куба открыла круглосуточную горячую линию для жалоб на действия полиции в Гаване

The Revolutionary National Police (PNR) in Cuba has introduced a new, around-the-clock hotline in Havana for citizens to express complaints or "concerns" regarding the behavior of police officers. On Thursday, the pro-government platform, Héroes de Azul, which is linked to the Cuban police, announced that the PNR's General Directorate has made the phone number 78556169 available to the public for continuous service. This initiative is specifically aimed at "receiving concerns about police conduct in the capital," according to the announcement. It is important to note that this hotline does not replace the emergency number 106, which remains dedicated to urgent calls and emergency situations. Direct Lines for Each Municipality In addition to the main line, direct contact numbers have been provided for each of Havana's 15 municipalities: Habana Vieja: 7801-5435 Centro Habana: 7866-0354 Plaza de la Revolución: 7830-1116 Cerro: 7878-0043 Playa: 7214-0522 Marianao: 7262-0655 La Lisa: 7265-6163 Boyeros: 7683-3410 Arroyo Naranjo: 7643-1872 Diez de Octubre: 7698-3374 San Miguel del Padrón: 7691-8383 Cotorro: 7682-0316 Regla: 7794-4800 Guanabacoa: 7795-8018 Habana del Este: 7762-3661 Context of Growing Concerns This new telephone service has been introduced amidst ongoing reports from independent organizations about police misconduct, arbitrary arrests, and acts of repression in Cuba. For instance, the Cuban Observatory for Human Rights documented 1,949 instances of repression during the first half of 2026, including 257 arbitrary detentions and 488 illegal house arrests. Havana was among the provinces with the highest number of documented incidents. In the same month, Cubalex reported 319 repressive actions and 608 harassment incidents, with nearly half of the affected being ordinary citizens rather than activists. They identified Havana as the epicenter of protests during this period. Moreover, in April, new reports emerged of police coercion practices in the streets of the capital, where officers stopped citizens to check their information and, in some cases, transported them to police stations.
