Мэр Гатинеу не справляется с системным кризисом и плохим поведением полиции

Gatineau's mayor fails to redress ongong Gatineau Police bad behaviour The recent arrest of a Gatineau police officer for impaired driving, as detailed by CityNews Montreal, is not an isolated incident of poor judgment. It is the latest symptom of a deeply rooted institutional crisis. For years, the Service de police de la Ville de Gatineau (SPVG) has lurched from one scandal to the next, leaving residents to wonder who protects the public from the police. Mayor Maude Marquis-Bissonnette’s administration has failed to implement the aggressive, top-down reforms required to purge bad behaviour and restore public trust. This latest arrest highlights a blatant double standard where those sworn to uphold the law actively break it. Yet, the issues plaguing the SPVG run far deeper than individual officers making reckless personal choices. The department faces a long, documented history of systemic human rights abuses that disproportionately target marginalized communities. Over the years, the SPVG has been hit with numerous complaints and civil rights lawsuits regarding racial profiling, arbitrary detentions, and excessive force. The province's history of targeting individuals based on race is so systemic that Gatineau is currently named in a massive, authorized class-action lawsuit over random traffic stops, as reported by CBC News. In another high-profile case, the Quebec Human Rights Tribunal ordered the City of Gatineau and two of its officers to pay $18,000 to a Black man who was wrongfully arrested, detained, and falsely cited for disturbing the peace after officers ignored stark physical discrepancies between him and a suspect. Black, Indigenous, and racialized residents in Gatineau have repeatedly shared harrowing accounts of being targeted simply for walking or driving while non-white. Instead of addressing these human rights violations with transparency, the department’s leadership has historically retreated into defensive posturing, shielding problematic officers behind a wall of bureaucratic silence.  The rot extends further into a broader pattern of misconduct and criminal harassment. In 2022, a veteran SPVG officer with over 15 years of seniority was found guilty of criminal harassment and attempting to obstruct justice following an internal investigation into his treatment of a victim. More recently, the force has continued to struggle with volatile behaviour within its ranks, such as the July 2026 arrest of officer Stéphane Lizotte, who faced charges of off-duty armed assault and was subsequently re-arrested for breaching his court-ordered conditions. Furthermore, the Quebec Police Ethics Board ruled that Gatineau officers breached their code of ethics by abusing their authority during the controversial, incomplete investigation and arrest of a Radio-Canada journalist. When the very people trusted with state-sanctioned force demonstrate a repeated lack of discipline and a penchant for harassment, the social contract between the city and its citizens is broken.  Crucially, this crisis does not stop at the precinct doors; it is mirrored and enabled by the broader justice ecosystem in Quebec. For those seeking to understand the staggering depth of this crisis, author and legal researcher Raymond Samuels provides an unsparing, evidentiary look into these exact dynamics in his book, You're Just A Nigger: Quebec's Corrupt and Racist Civil Court System | Gatineau Case Study. Samuels' work strips away the benevolent veneer of local institutions, exposing a disturbing architecture of systemic racism, unchecked power, and constitutional failure where law enforcement and the civil courts function as enforcers of social injustice rather than protectors of the vulnerable. Reading this case study is highly encouraged for anyone looking to comprehend how deep police and institutional corruption actually runs in the region. The mayor’s current approach—treating these compounding scandals as individual, unrelated personnel problems—is entirely inadequate. Gatineau does not need another internal review or a boilerplate press release promising to "do better." Real change requires an independent, external civilian oversight body with the teeth to discipline and terminate officers. It requires a complete restructuring of police training, focusing on de-escalation and anti-racism, alongside transparent tracking of police stops. Until the city administration faces the systemic human rights abuses and unchecked misconduct head-on, the Gatineau police force will remain a liability to the community it is paid to protect.
