$15.1 million townhome project opens for lower-income households INDIANAPOLIS (WISH) — Indianapolis officials and community partners on Tuesday celebrated the opening of the Bridges Townhomes at Sherman Park, a $15.1 million project on the city’s Near Eastside. The development features 43 units across seven buildings on 1.7 acres of the park, located along LaSalle Street between St. Clair and North streets. Eleven units are designated as permanent housing for families transitioning out of homelessness through the city’s care network. Some families moved from the nearby Wheeler Mission’s Center for Women and Children, marking the mission’s first permanent housing project. Monthly base rents for the two- and three-bedroom homes range from $1,000 to $1,260. They are for households earning between 60% and 80% of Marion County’s median income, which ranges from about $46,000 for an individual to $95,000 for a family of five. From the 1920s until 1995, a Westinghouse/RCA/Thomson facility at the 52-acre Sherman Park site manufactured electronics and vinyl records. The city took ownership in 2017 to clean up industrial pollution. The city says cleanup efforts continue on other parts of the property. To fund the project, the city government donated the land, used $1.5 million in federal COVID pandemic relief, and approved a 15-year tax break worth about $504,000. U.S. Rep. André Carson, D-Ind., also secured $850,000 for soil testing and geological surveys to make the site, identified as environmentally contaminated, more attractive to builders. The Indiana Housing and Community Development Authority awarded the project $1.2 million in annual tax credits for 10 years. The city also secured a $750,000 loan through the authority in late 2023, and construction began the following year. The nonprofit Englewood Community Development Corp. partnered with real-estate developer Gratus Development, the Wheeler Mission, the Indianapolis Department of Metropolitan Development, the state housing authority, the National Equity Fund, and Fifth Third Bank. Elements Financial provided a grant for furniture.
