A development project known as Hidden Cove on the Hudson that had been approved by the Village of Ossining in 2018 but ran into delays getting started that included the Covid-19 shutdown is back before the village. The original approvals had lapsed and new plans that have been updated to reflect changes in village regulations have been submitted.
“The need for more quality housing in Ossining is even greater now than it was in 2018,” Nicholas Stolatis, managing member of the developer Plateau Associates, LLC told Ossining’s Planning Department. His brother, Peter Stolatis, also is a managing member of the LLC. “HC (Hidden Cove) has been designed to be environmentally sensitive, introducing modern storm water management infrastructure, and offering fossil fuel free operations through the installation of solar panels, geothermal heating and cooling, and convection ovens with induction stove tops. In addition, integrated air-source heat pumps in each unit give residents direct control.”
The 137-unit transit-oriented development would be at 36 North Water Street, in the northern quadrant of Ossining’s Hudson River waterfront. The building would be six stories above a one-level garage. There also would be at-grade parking. There would be 103 two-bedroom units and 34 one-bedroom units. Fourteen apartments would be priced as affordable housing for tenants earning 80% of the Area Median Income.
Plateau Associates LLC had acquired the 5.14-acre property in a foreclosure auction in 2001. The property formerly had on it the Brandreth Pill Factory, one of the first industrial manufacturing sites in Westchester County. The factory was listed on the National Register of Historic Places. The factory was vacant since 1979 and had been hit by vandals.
Westfair’s Westchester County Business Journal reported in 2015 that the developer originally had intended to renovate the pill factory as condominium loft space but in 2008 the village issued Plateau a demolition permit for the North Water Street property. In 2011, the developer went to the Ossining’s Planning Board with revised plans for a six-story, 137-unit apartment building on the site.
In the current iteration, Plateau Associates has committed to establishing a permanent conservation easement on 25% of the property. It plans to create a pedestrian friendly access walk to the Edward M. Wheeler Crawbuckie Nature Preserve that Stolatis said would allow “visitors to Crawbuckie to do so without fear of the tractor-trailers and delivery vehicles which currently travel along the asphalt ribbon that is North Water Street.”
The development would feature an enclosed indoor swimming pool and exercise facility which will be accessible year-round.
“Each unit is generously proportioned to provide ample living space and comfort to the residents,” Stolatis said. “In addition to the modern all-electric kitchens, many units offer outside balconies and most will enjoy a den or library space that can support those residents who have work-from-home privileges. Most units have 2 or 2.5 bathrooms, but not less than 1.5 bathrooms.”
Valerie Monastra of the environmental and land use planning firm Nelson Pope Voorhis in a memo prepared for Ossining said that the project would need among other things site plan approval from the Planning Board, a Planned Waterfront Special Permit from the Planning Board and Village Board, variances from the Zoning Board of Appeals, and review by the Architectural Review Board and County Planning Board.
“Hidden Cove on the Hudson will become a shining example of Ossining’s commitment to create a vibrant community that all of its citizens will be proud of,” Nicholas Stolatis said.
